In Moscow there was held a round table discussion devoted to "Performance-based Management in the context of public management reform implementation in Russia". The objective of the round table discussion was the advance in preparing single methods of performance-based management and the strategy of its realization while implementing governance reforms. In the round table discussion participated: M. Dmitriev, President of the "Centre for Strategic Developments" Fund; V. Yuzhakov, Head of the Administrative Reform Project, the "Centre for Strategic Developments"; A. Lavrov, Director of the Department for Budget Policy of the RF Ministry of Finance; K. The round table was organized by the "Centre for Strategic Developments" jointly with Donors' Secretariat on civil service and administrative reform in Russia (World Bank/Department for International Development of Great Britain) with participation of the State University - Higher School of Economics and the Centre of Economic and Financial Consulting. In Rostov on the Don there was held a round table discussion under the title "The Main Directions in the Administrative Reform Implementation. Providing Civil Service: Convenience Standards, Charges, Availability". The Round table discussion was conducted by S.Naryshkin, the Head of the RF Government Machinery, RF Minister and Dm. Kozak, the RF Presidential Envoy in the South Federal Okrug. The representatives of the South Russia regions participated in the event. In the framework of the preparatory activity for the "Providing Independence and Defense for the Youth in the Northern Caucasus" project in Rostov on the Don there was held a seminar to introduce a research under the title "Youth in the Northern Caucasus: from Risks to Opportunity" which was published by the World Bank. At present the World Bank is implementing the "Governance Development in the South Russia" Project. Taking into account successful experience of the Tomsk Oblast in the field of administrative reform implementation it was planned to make a training trip for the representatives of the South Federal Okrug in November, 20-24.

The range of issues to be studied includes: strategic planning at the regional level, administrative reform implementation, performance-based management, functional analysis, anticorruption expertise of the legislation and some issues of the addressed social protection of the population.

The delegation included 10-12 representatives of the South federal Okrug of the deputy President of the Government level, Heads of the machinery of State, Ministers, Deputy Ministers. It was also planned that the representatives of the Stavropol Krai, republics of Karachay-Cherkessia, Kalmykia, North Ossetia-Alanya and Dagestan would participate. Center for Fiscal Policy with support of USAID conducted in Pyatigorsk the final seminar under the Program of consulting assistance for the North Caucasus regions. The Seminar was prepared for the representatives of municipal bodies. It was devoted to the issues of budgeting and budget process on municipal level, including the issues of middle term projection, property delimitation, forming of liabilities register and other. Masterclass was held in Rostov-on-Don on "Expert support of the public administration reform in the regions of the South of Russia". The action was held by Secretariat for Working Group for Coordinating Activities in the Area of Developing Governance in South Russia together with the World Bank. "The Transparency International" organization published the Corruption Perception Index for 2006. The data presented cover 163 countries. The first place (the lowest corruption level) is occupied by Finland, Iceland, New Zealand and Denmark. The highest corruption level is demonstrated by Haity, Myanmar, Iraq and Guinea. Russia ranks 121 (2.5 scores), that proves the progress compared to2005 data (126 place, 2.4. scores). However if compared to 2004 (90 place, 2.8 scores) the situation has not changed. Last week the Index of budget openness was published for the year 2006. The research was done in 59 countries, in 10 of which the government budget is a closed information. In 2006 rating Russia is placed in the interval 41-60% together with the other 20 countries, including Mexico, India, Turkey, Columbia and others.
