The second interregional workshop “Key Aspects of Performance Management Implementation in Executive Authorities” was held on June 2 – 6, 2008 in Pyatigorsk in the frames of implementing cooperation programme of the World Bank and the Office of the RF Presidential Plenipotentiary in the Southern Federal District. The workshop was organized by joint efforts of the World Bank, RF Ministry for Economic Development and Trade and French Embassy in the Russian Federation. International Conference on performance budgeting was held on June 9-10 2008 in Mexico City. The Conference was organized by the World Bank, Government of Mexico, co-financing partners – international organizations IADB, DFID, OECD and CIDE. The Conference was attended by policy makers, academicians and practicians and devoted to discussion of performance budgeting trends, demonstration of the best practice and lessons learnt within implementation of performance budgeting systems. The interregional information database "Regulations and Standards" has been updated through the following sections: “Environmental Protection”, “Health”, “Education”, “Culture, Sport, Archiving”, “Licensing”. All these sections have been supplemented with documents developed at the end of 2007 – beginning of 2008 in all regions of the Russian Federation.

Workshop-meeting “Local Initiative Support Programme in the Southern Federal District: Concept and Preparation Activities" was held on April 15, 2008 in Rostov-on-Don at the Office of the RF Presidential Plenipotentiary in the Southern Federal District. The workshop was chaired by Deputy RF Presidential Plenipotentiary in the Southern Federal District A.A. Kubrin. The workshop was attended by the Aide of Minister for regional development of the Russian Federation K.I. Oganian, TTL of the World Bank A. Bezhanyan, representatives of executive authorities of Adygheya, Kabardino-Balkaria republics, Stavropol Krai and Astrakhan Oblast, as well as experts and consultants of the World Bank. A joint Government of Russia and the World Bank workshop on Regional Development Strategies was held in Moscow on March 31, 2008. Minister for Regional Development of the Russian Federation D.N. Kozak and Country Director of the World Bank Klaus Rohland took part in the workshop opening. The main report on spatial development for 2009 was presented by Senior Economist of the World Bank T. Paсkard. The workshop was attended by the representatives of the federal executive authorities, government authorities of the Russian Federation regions, experts and consultants of the World Bank, representatives of public, academic and private institutions. The event was jointly organized by the World Bank, Ministry of Economic Development and Trade of the Russian Federation, and the French Embassy to Russia within the framework of the Cooperation Program of the World Bank with the Southern Federal District. The 5th Joint Working Group meeting for coordinating activities in the area of public administration development in the South Russian regions was held in Rostov. The meeting was co-chaired by Alexey Kubrin, Deputy Presidential Plenipotentiary in the Southern Federal District and Andrey Markov, Coordinator of the World Bank Programmes for South Russia. The meeting was attended by representatives of RF Ministry of Economic Development and Trade, executive authorities of the Russian Federation regions located within the Southern Federal District, Experts and Consultants of the World Bank, representatives of DFID Russia country office, UNDP Russia country office, the Delegation of the European Commission to Russia, and the Center for Fiscal Policy.
